Nothing that increases a card's TDP is safe - more heat may be too much for existing cooling, or the VRMs may not be able to provide as much power as the modified card demands. This can lead to damage and failure.

So long as you don't push too far and have plenty of thermal and wattage headroom going in it should be fine, but there's no such thing as guaranteed with these kinds of mods.
 
my 1650 runs with a tdp of 120w, I repeat again that this does not mean that the gpu reaches that power. even by raising the limits of the various rails to a certain frequency and consumption, graphic artifacts, flashing texture and crashes appear. it's like playing with a short blanket, you pull one side and the other is revealed. now I run at 2055 mhz@1v and the 75w Palit doesn't do more.
If I had only raised the TDP I wouldn't have accomplished much. much more was needed.
on decent GPUs perhaps you can achieve more but I still have little experience in this regard.
 
Is this a laptop GPU or desktop? If desktop I don't think it will work. For Laptop probably need to hardware flash with SPI programmer. I have no experience with it but personally don't like the way checksums are handled but seems it work regardless.
