i removed the gpu went to the bios switched the internal GPU booted to windows after I installed the GPU back I got no signal after the windows loaded so removed the GPU booted to windows and removed the drivers installed the GPU back and flashed it backup bios in windows using amdvbflash and it's aliveeee.
the method works easy and simple not sure why no one is showing it on the internet been looking in google for half an hour all that I can find is nonsense or unrelated.
the bios I flashed seems to be for the r9 290 I think there is a mistake in the site and the admin should at least investigate

Googling won't find what you wrote, reading some of the many threads about flashing AMD GPUs would have shown you the same thing.
You haven't mentioned why you flashed your card or what you were trying to achieve.
If it worked before, why flash it?
Also you should have pasted direct link to the Vbios you "think" is wrong
Your original Vbios is for Elpida ram, you flashed a Vbios for Hynix ram, that is why it didn't work, the onus is on you for making an error and not checking.

thx for the reply i managed to restore the original bios
why flash it?
the card shut down completely while in-game sometimes randomly the card is almost cold to the touch in idel 21c and 40~47 in games I replaced the PSU with a new one cleaned the card and changed the fans because they were making annoying noise. and still shutdown now even in simple tasks like Netflix

i also got an Asus TUF-GTX1660Ti-O6G-GAMING from overseas brand new and it's dead out of the box no signal even tho fans spins and no error on the mini screen tested on many other systems but same. can't return it because it was stuck in customs for 3 months and I lost any chance for any claim in eBay. the card has never opened before I think it has a factory flaw?.

Does it look like the card loses power altogether?

yes exactly the card will not spin or post even if I restart PC it wont work and i need to cut the power first from the UPS I lose audio as well when it crashes and am using USB sound card meaning the whole PC freeze
