Dell g7 Bios .bin file from .exe

Does anyone have any advice on how to access the .bin file contained within a Dell bios executable? My machine is the Dell G7 7588 and won't POST. When power button is pushed the keyboard light and power button light turns on for a second and then turns off. I know I can reprogram the bios chip but I'm confused on how to get the necessary .bin to reprogram it with via EEPROM.

Attached is the bios executable which I'm trying to reprogram my chip with, I have nothing to lose bc my laptop is not operational lol

Dell file is a Self extracting and Installer Archive which executes/extracts and installs to machine and drive it is run from.

You can view /extract files with 7z to isolate the Rom Bios File
 
Sometimes, Winrar can open executables like that as if it were a zip file. if have done exactly this in the past so maybe it might work for you. Right click>Open with winrar
 
All that is contained within the exe when you extract it or view it as archive are a bunch of weird files, none which are bin files. I attached some screenshots I took from the Zarchiver app on my phone bc I don't have access to the other computer right this second

Other bios versions from Dell have rcv files you can download could I do something with that maybe?

What makes you think it's a Bios issue and not the power circuitry on the motherboard?
