Dell Optiplex 3060 UEFI boot problems.

I cant see normal options in the bios on the boot section. Like pluged in usb drive with windows 10 or the windows boot manager like others have.
The problem is like this, i can't install windows 10 x64 from usb only on legacy mode. After i take out the usb drive the windows stop booting. If i let it inside the windows is booting. So what could be the problem?
I mention that i have cleared all drive, deleted all partitions, took out the HDD and let only the SSD.
The problem is the same even with nvme drive.

How your pendrive was created ?
Rufus + ISO or Media Creation Tool ?

With RUFUS, you can either have (U)EFI booting pendrive, OR Legacy booting one.
Can't do both, because one "locks" NTFS, while the other FAT32.
