This it's maybe related to some game you install. Most of the times the game you install comes with all software you need in some folders inside the main installation.

DirectX offline installer doesn't provide all updates on Windosw 10/11, but here's latest (2010) offline download : LINK.
If you have problems, just try online version : LINK, if there are missing files it should automaticly download what is needed (requires internet connection to work).
Also, some DirectX updates are done via Windows Update (or require a Windows version update [like RTX support]).
