I'm not really sure what to call this, but it manifests itself like mother-of-all stuttering that looks similar to an interlaced CRT but showing different frames.

I first noticed it a couple years ago playing Witcher 3 Next-Gen. It disables framegen in the menus and re-enables it during gameplay. Everything is fine until you exit the menu, the trigger seems to be when it enables FG again. The caveat being that it only happens a small percentage of the time (during a full ~150 hour play through, it happened about once every few hours). The only fix was to exit game and restart. Turning FG on/off, changing resolution, present mode, etc didn't work.

I'd completely forgotten about this until now, when I bumped into the same behavior after about 10 total hours in Horizon: Forbidden West. It appears to disable FG in the Escape Menu, which triggered it when I exited menu to game world.

My questions are thus: Has anyone else experienced this, and if so, did you find a fix without restarting game?

Thanks!
