Error 43 device manager, ERROR: 0FL01 In CMD (admin)

I got this gpu from a local seller and I suspect the gpu has been flashed mining gpu as gpuz looks weird. I tried downloading all the 3 XFX 6600xt vbios and all 3 doesn't work

You run a 7000 series AMD CPU ?
All of them have an iGPU in them.

Soo the 2nd card has to be the targeted GPU.
Alternatively if DeviceManager doesn't find it, its a dead/bricked one
