Error Code 43, No GPU display, Bios Unknown

Hello,

I just bought a used HP RX580 4gb as a replacement to the same part after the old card died. I get no display when the card is plugged in, but it is recognized in the device manager with a code 43. I checked on GPU-Z and it reads the Bios as unknown and under the the AMD BIOS category in the advanced tab, it shows no information. I thought maybe flashing it would help, but everytime I try it gives me the "failed to load ROM" 0FL01 error. I have tried on 2.93, 3.04, 3.31, and 5.0.567. I just wanna use this to play games, I dont know what steps I should take, or what to do next, so any tips would be amazing. I will also add, I do not have integrated graphics, I am using window's remote desktop client.

I have the HP Pavilion Gaming Desktop 690-0034.

I know it's a prebuilt and I should build my own, but money is tight right now, which is also why I don't want to have to buy another card straight away.

Can you share output of amdvbflash -i? v2.93 is the best version to flash Polaris cards.
 
Can you share the output from the command prompt when you are going to flash the card with amdvbflash v2.93?
Please make a full screenshot of the command prompt window.
 
Thank you so much for helping! I pulled the card out and while I was looking it over again, I noticed that one of the components on the bottom of the board is broken off and it ripped pads with it. I am gonna set it to the side for now until I feel like soldering it. Again, thank you for helping, or trying to at least, I'm sure I'll be back

Pads are ripped off. Oof. Did you know it was defective when you bought it? Otherwise, get your money back.
 
There's a Cap missing as well as the ripped of component damaging the PCB.
Looks like land fill now.

Are you a soldering expert? I my eyes its a no fix since the pads are ripped off at the flash chip (25Q40CT).

Here seems to be a component ripped off. I think this is the one reported by Caring1.

I agree with ty_ger, demand a refund since the card is a mess.

To be in this bad of a condition this card was more than likely abused for years as a cryptomining tool. Buying used Polaris cards or any of the Chinese remanufactured models is like playing Russian roulette, probably less than 1 in 10 cards are left in good shape. Refund and upgrade to something newer - RTX 3050 or RX 6600 are suitable replacements with the same footprint

I actually meant the one next to that ripped off component, near the Q code.

Op should be able to confirm with original faulty bd. Even without hot air can carefully remove flash chip with soldering iron, tracks checked and if necessary chip relocated and glued to board, wires run to make circuit good again. If a Boardview is available would make it easier to find components you may be able to connect to instead of scraping of conformal coating on tracks. GL
