This is the error when i get when trying to install 465.89-desktop-win10-64bit-international-whql on Win10 20H2 (2009).
I narrowed it down to Expert Tweaks > Disable Driver Telemtry (Experimental). If this is checked (enabled) NVCleaninstall will thow the error on my machine regardless of other settings that are set.

Driver files are on disk. I only select PhysX, HD Audio via HDMI and USB-C Driver as optional components.
Im using Nvidia GeForce RTX 2080Ti.

Anything special about your system configuration? Do you have Internet ? It tries to contact the timestamping server when rebuilding the driver signature

Not sure if a timestamp is even needed, will test

Well there's plenty special. Yes i have internet connection on the machine in question. Im thinking maybe i have some key service disabled that NVCleaninstall requires. Can you tell me what services it needs? Then i can test with those enabled. All i can say that i did not have this problem with 1.7.0 version. And aside from Disable Driver Telemetry everything else worked and i was able to install 465.89 succesfully. It did not throw unsigned driver/Nvidia Corporation confirmation box so the signature seems to have been ok.
