Fan Speed 0% @ 1183 RPM ?

Hi, I have a MSI Radeon RX 580.
When I first open GPU-Z for about 3 seconds it shows: Fan Speed 0% @ 1183 RPM
With this card the fans don't turn on until the card reaches 60 degrees Celsius.
I also watched the card and the fans were not on as well

Yeah that's normal. If you actually watch the fan speed with active monitoring you'll see that it goes to zero whenever the temperature or usage is below a certain point. Power saving feature I believe

I tested a gigabyte RX580 recently it also does the same thing
