Firewall that can block specific IPs?

Is there a firewall or any tool out there that I can use to block specific IPs? There's this guy I want to ban from my Quake server but Quake only supports banning a single IP, and this guy has 3 IPs and a network of proxies he can connect through, so I would like a firewall where I can blacklist his IPs.
 
peer guardian pretty simple and will allow to import ip lists of sites/people you dont want accessing your system.

so you're not talking about a range of ip's, just a list of them - right?

I thought virtually any decent firewall could do that. You should also be able to do it through your router.

Proxies shouldn't be a problem unless they are anonymous proxies - non-anon proxies still report the originating IP IIRC.

For anon-proxies, you'll probably have to block a range - if it is something like ninjacloak for example.
 
I don't have a router ;) I use windows ICS on my p3 setup and a switch
