I tried to keep it under $2K before tax, but I just went over by about $39.

My only dilemma is whether my cooler and case is good enough for air cooling, but I probably gonna underclock the CPU. Also I detest RGBs, so that is why I'm replacing the stock case fans. I went with 2x140 instead of 3x120 since I will need to move the HDD cage forward, and I got a feeling the 3rd fan is just gonna get block by it. Originally, I planned to buy two M.2 drive with one being an OS drive, and one for game drive. I was gonna get an 1TB and 2TB for each, but the SK Hynix Platinum P41 was on sale, and it was only $40 more expensive for 1 extra TB. So now I plan on using both as game drives.

I'd water cool it honestly. 13th gen on load is pancake hot. Mid range cooler or better. Just a hot series chip really. At load, she'll hit 100c no problem. Then maybe pick a case after the cooler. Muh 2 cents.

I seen first hand on how bad the damage can be when an AIO fails, so I want to stay away.

Will regular 1440p/165hz gaming and some video rendering really cause that much heat?

if i remember correctly, i dont mind being wrong
the z790 supports ddr5 natively higher at 5600 and z690 at 4800
but not sure if its gonna make that much of a difference, oh and an extra usb port for the z790... joy
if it doesnt then no need to change the motherboard

other than that looks good,

According to the product page, https://www.msi.com/Motherboard/MPG-Z690-EDGE-WIFI , it supports up to 6400+(OC) MHz.

All core rendering, it will likely throttle. Especially AVX/2 loads. Burn tests, possibly Cinebench, but that's a very short term run these days.
Gaming less so while most games aren't going to be scaling past 8 threads, with some exceptions of course.

Cpu will easily dump 250w stock (a few reads say 257w, 253w, 244w ect ect)
The cooler is rated for "up to 260w" (60 bucks!!)

And I'm not a fan of AIO either. This does require some research of course.
You could always look into coolers that have more than 6 heat-pipes, but there's few that will brag capability past 250w really.
I'd be willing to say the 13700K pretty much puts any air cooler to it's limits (other variables dependent...)
