Fluctuations in EVGA precision tool

I have my GTX 280 OC'd with a core clock at 639, shader clock at 1356 and the memory clocked at 1140. Sometimes this "tool" will read it at core:301, Shader:602 and the mem:100:eek: and sometimes it will show the OC's. it does this at the stock clocks too. Is there something wrong with my card or is it the "tool"?
 
Afaik the card has energy saving features while in 2D or its relaxed state!
