Freesync + Borderless Windowed Mode Stuttering

I don't know if anyone else has had this problem in the past however it seems that games which have borderless windowed mode enabled and also have VRR (i'm on AMD BTW) enabled will for some reason stuttering consdierably, i've Test this on Metal Gear Rising Okami HD GTA SA, I know its borderless windowed mode causing this as if i enable exclusive fullscreen the problem goes away or if i disable Freesync with Borderless windowed mode enable the problem will also go away, i've tried rolling back drivers to several version before, i've made sure that my system isn't corrupted/up-to-date. I've always wiped out the driver with DDU in safe mode but for some reason whatever i do this problem will always persist.
