Freesync in "desktop mode"?

Hello all,

I have a quick question about Freesync. Most articles talk about how to enable FS and they don't answer my asking. I have two monitors and RX480. One monitor is Freesync capable and connected through Displayport, the other one is not and uses HDMI. When I enable FS in the monitor's menu, the driver automatically picks up and enables the slider in the drivers (that allow to turn on and off FS). So, what if I am not playing a game? Can I leave Freesync "on" all the time even when I am browsing? Will it affect watching a movie? talking on skype? With my previous card RX560, enabling it caused unbearable stuttering when having a skype video call. The PC became literary useless. I haven't tested on this one yet, but I really don't understand. Will it affect a 3D/CAD software like Google Sketchup? Can someone clear this out for me. I know what FS should do in a game, but outside a game? Does it work outside a game? Thank you in advance. I apologize if I am repeating a thread and if this is the case, please re-direct me and delete this one.
 
I don't know with AMD but with nvidia you just pick a refresh-rate from a list for a high refresh-rate monitor for the desktop.
If there isn't such setting I think it just picks the highest refresh rate the monitor can handle for the desktop.
G-Sync/Freesync shouldn't be active on the desktop.

The problem is there is a lot of stuff that activates 3D these days. However, I think for freesync to work, it has to detect the 3D load is running in fullscreen mode. So programs that aren't games shouldn't be affected by it.
