GeForce 9500 GT 256mb fan min speed 40%. How to fix it ?

You can set you own fan curve or adjust fan speed in MSI Afterburner
No, only bios. How to change default value in BIOS ? (Without installing MSI Afterburner, Rivatuner and other tools)
In NiBiTor min value not avaiable :
And Fanspeed IC not works.
Default speed allways 40%, need just connect Fan to motherboard or directly to 12v cable?
May be possible change this value in BIOS without NiBitor ?

Is the fan even adjustable ?
Are you able to change fan speed in apps at all ?
You could also install Nvidia ntune and set fan profile for startup
