GPU doesn't reach base clock at max utilization.

My 660xt Msi Mech 2x gets maximum 2.3Ghz when under load on a benchmark, I tried increasing power limit (was 140w now 155w), DDU, rolling driver back, reinstalling chipset, tried setting fan curve to 100% on last point since I read somewhere overclocks don't enable unless this is the case, nothing worked.

GPU is not thermal throttling since it goes to max 65 degrees and 85 junction.

CPU: Ryzen 5600x
Mobo: B450m A-II asus prime
RAM: 16gb dual channel 3200
SSD: pcie3 nvme
cooler: vetroo v5 (CPU temps are ok also)

What are the min and max freqs you have assigned?
GPU-Z Shows default clock at 2428 and boost at 2607, using furmark and superposition it never goes higher than 2350.

OK, so put min at 2.5ghz and max at 2.7ghz and see if it stays at 2.6 under load, while max voltage & max power limit ofc

tried, still same results :( I'll try formatting the SSD and reinstalling Windows, could this be a defective card?

No, no, this shouldn't have anything to do with the OS.
Might have sth to do with the card's BIOS tho in which case you might wanna try and flash it
But wait for someone else to chime in before doing that.

Ok, so I decided to turn back on the power usage edit on MPT, downloaded and flashed a bios I downloaded from techpowerup and apparently that (sort of) fixed the issue? it is still running -100 mhz of my new base clock speed in furmark but it boosts in the adrenalin stress test... at least it isn't 2.3 GHz anymore, I don't know why flashing bios helped if I hadn't messed up with it until I noticed the original issue.

Yeah, dunno - MSI clearly messed something up. You might have gotten a regular 6600 BIOS on your XT or sth - weirder shit has happened - but unless you saved it before flashing it there's no way to know.
