GPU Load fluxuates between 100% and single digits every few seconds

Hello,

So ive been trying to tackle this issue for weeks now, I thought the problem was fixed after I did pulled a last ditch effort and did a windows restore. The issue is, while playing games like Rainbow 6 Siege, Ark or anything of like graphical nature my gpu usage will go from 100% load down to 0 or 6 every few seconds. After my windows restore it seemed to have been fixed, but after this recent driver update the problem came back. I tried rolling back the driver but it still persists.

Things ive tried; Motherboard Bios reset to default, all drivers re-installed, malware/virus scans, cpu burn, ram tests, sfc/scannow test, removing each ram stick individually. Probably more than that, but its just what was off the top of my head. I will note also that games like payday 2 with minimal gpu and vram usage preform just fine with no hiccups in the gpu load. I attached a few items with the card info and log of problem. Nvidia tech support was unable to find out what was wrong after a good 4 hrs or troubleshooting.

2GB Vram, newer games are saturating that framebuffer for 1
 
I agree that limited Vram may be the culprit & even if it isnt, its not helping you. Try dropping graphic quality to lowest as well as resolution, & test to see if it stops the yo-yo'ing BS.

Run MSI afterburner during with monitoring set to show vram usage , that way we can see how the gpu reacts when the required Vram is reduced. Through process of elimination we can start here and slowly work to a resolution
 
Will test that out. I didn't bother trying because up until a month ago it had been running perfectly with all games for a few years. Will post an update shortly. Thanks!

Question, have you completely tried uninstalling the old driver, not just rolling it back? If not I would suggest it, then install the last driver that worked.

Yes I have, I thought the issue may have been caused by two conflicting drivers or one not being installed.

As for the new log from afterburner; I set the graphics setting down from what it auto set it as down to medium. I attached the log below.
