Check your taskmanager which processes are running.

issue with Novideo's driver that they acknowledged but haven't fixed. nothing you can do except downgrade drivers about a million versions

as far as I understood from a friend, its about the Nvidia noise suppression in the new driver, but you should go back to to the latest driver before the one came for 4090 and turn of the noise suppression off.... I m sorry to break the bad news but its typical from Nvidia to promote thier new card by doing that or they dont care.

try this out and tell me if it works.

or join the red part :D .

It's caused by DWM.exe not scaling to actual GPU clocks so it looks like it has absurd usage in task manager, it's nothing to do with with noise suppression. They know about this bug and will probably have a fix next release.

Turn off hardware accelerated gpu scheduling
This will fix it.

well i turned pc on today and it stopped so must of been a bug

What drivers are currently installed on your computer ?

oh well that's interesting . looks like when i play a game then exit . its keeping the 3D at 100% but if i full shut down the system it stops . restarting just reboots in to windows with it at 100% 3D usage still
im using latest driver 526.47

That is exactly what they must correct in the new drivers.
After you stop using your GPU functions and you enter in IDLE mode, the GPU should lower it's usage.
But it is not.
All you have to do is to wait foe a new version of the driver.

I'd personally try to reset the graphics driver (using Win + Ctrl + Shift + B) to see if that fixes it without having to reboot.

i will try it not that its a big issue to full reboot after exiting a game . very annoying though lol
