GPU Turning off?

So for some reason, when my screen turns off. Every couple minutes my GPU lights would turn off for like 20 seconds, and the lights turn back on. I'm just concerned.

Does this happen during usage, as in gaming, or when you turn off the monitor by yourself? I am not completely familiar with the Sapphire RX590 but could it be that the card turns off the lights when not under load or when the fans are not spinning.

No, when I don't use the computer, when I turn off the monitor myself. It has zero rpm mode. It doesn't do that when I'm using the pc. I don't think it's the PSU. Could be something in windows or motheboard, something trying to save power idk?

Also I think this was happening with my old HD 7950 too(my old thermaltake psu too), because when I didn't use the computer the fans on that gpu just randomly ramp up for 3 seconds every few minutes.

Yea, could be a power saving feature, but if everything else is in working order I wouldn't worry too much.

Okay, I guess, I will try if there's something in BIOS if not then I will just leave it.

Sounds like it's going into sleep /hibernation mode though it is not able to stay in sleep state and is being woke up by something.
