GPU Usage and Framerate Drop to 0 in Skyrim

The title really says it all. Upon looking around or moving the camera in SKyrim, the framerate drops to 0 for a short amount of time, and simultaneously, so does the GPU usage. Any ideas for what could cause this? Included is a screenshot of installed mods in addition to the choppy GPU usage chart. Any help is appreciated.

Did the problum occur recently, like when you added a mod?
 
Fill your system SPECS...

Could we add a rule that user cannot make a thread without filling them out?

Anyways realistic water and grass fields from my experience are the culprits... I have ploughed Skyrim enough too.
 
CPU, GPU, and RAM listed in the first screenshot. My system includes a Titan X, two Xeon x5690's, 48 gigabytes of RAM, and an SSD that Skyrim is stored on (perhaps relevant to a paging issue).

Those GPU spikes... it the grass mods IMHO... try without it...
 
Okay, I enabled the ironically names "Unsafe Memory Hacks" in the ENB preferences, and everything is fine now. Seems my GPU had too much VRAM.
