GPU voltage dropping to 0V

Noticed something that I haven't seen previously with 1060:

Notice the times when GPU voltage seems to drop to 0V when idle, is that normal?

This only appears when sitting in GPU-Z window, once I do anything else and leave the software running bg it doesn't show up.
 
Seems ok to me, it is still drawing power from 8 pin 1 and 2 and the slot.
 
These drop-outs are common on GPU-Z. If you have doubts let HWINFO run for some hours. In order to exclude interference don’t have GPU-Z open at the same time. Your GPU is fine, don’t worry.
 
that's normal idle behaviour since at least pascal.
the GPU gets almost completely turned off when it does not do anything in the 2D Mode.
