GS65 8SF RTX 2070 Max-Q error code 43

Hello,

I have an issue with my gpu as it shows code 43 in device manager. Card is nVidia RTX 2070 Max-Q in msi gs65. Laptop was ok for the past The issue came after I updated to win 10 1903.

What I tried so far:
- updating all drivers.
- uninstall using ddu in safe mode both intel and nvidia and reinstall.
- tried older version from msi website 417.
- tried latest version from nvidia 431.60
- tried previous working version from nvidia 430.
- clean install win 10 1809 (previously installed and working)
- install win 10 1803
- updating bios to last version from msi site (many times)
- updating EC from msi site.
- Pressing the power button for more than 30 seconds.
- reflashing vBios successfully to another version.
- reflashing the original vBios successfully.

None of the above worked for me and the error code 43 still persist.
DxDiag is not showing my RTX.
CPU-z is not showing my RTX.
GPU-z showing some information but reading 0 for all speeds for RTX 2070.

Please anyone can help me fix this issue.
