GTX 1660 GPU Clock and Memory clock randomly spiking when idle?

Last night I realized that my GPU has these random spikes when on the desktop and not in a game,
usually the GPU Clock is 300Mhz while the Memory clock is around 405Mhz at idle
but I realize that for a split second while on idle the GPU Clock will skyrocket to 1530Mhz GPU Clock and the Memory Clock to 4001Mhz.....and this happens when I click to watch a youtube video!!!
temperatures are still fine but Is there anything wrong with my graphics card as this happens a few times a minute, while browsing the web or going from one program to another..
also I've realized it fluctuates a ton while in game
I'll post a graph below, but just not sure if it's normal as I JUST built this PC a month ago and there has been nothing helpful online that i've found for information.

Looks normal.
If you don't want your GPU being used in your browser then just turn off hardware acceleration in your browser.
 
Check the polling rate of your mouse too

Thanks so much! I just didn't know if it was acting up or not because that's quite the rise in GPU Memory for loading a youtube video, but it only lasts a split second and I do realize there needs to be resources from the Graphics card to send all of that information to my screen...
just really amazed by how much of a rise it is!! it's good to know my GPU is in good health then ! :)

Thanks!! I heard there could be something to do with a Mining virus but that's also for when your GPU is reaching thoses levels constantly, it's just reaching high levels when loading a few pages, and I guess that's to be expected.
 
Yeah i turn off hardware accel in all browsers.

Here's an update on the CS:GO menu, seems that the clock speeds wanna stay low while the card forces itself to push to the max and then back down every second, any ideas?
