GTX 980M not working properly

I got a new PC a few weeks ago (my very first one too). It's an MSI GT70 2pe Dominator Pro with the default GTX 880M replaced with a 980M.

I flashed a new bios on it, and I have the 419.17 game ready driver installed (the latest one that works). For some reason, even though the gpu is always at 100% while I play games, every game has an average of 50fps, and it's stuttering a lot on any graphical setting. Also, the core clock can't reach more than 999 mhz. GTA 5 and Forza horizon 4 won't even start.
The fps and stuttering resolves for a few games if I reduce video settings to the lowest possible, but it should be able to run on higher settings too. I've tried so many things to fix this, but none of them worked.

If someone could help me with this, I would be very grateful. I've been struggling with this for weeks and I can't play because of it.

is bios flash on laptop or the card itself?
what are your temperatures like when idle and gaming?

Update: I installed the 460.79 driver, that works well.

I can't change my gpu temperature limit in MSI Afterburner, and my fan is not recognized for some reason so I can't change the fan speed either.

What can I do?
