I heard that Oculus Quest 2 VR headset can be connected into a PC. And you can used VR developer tools?

Anyone tried this? I was curious to know how easy it is to use. Or do you need to be a programmer to make something?

I believe you are referring to developer options. That happens to be some different settings that aren't typically used for normal operation. It is in now way an app development environment. So yes if you want to make something you sorta need to be a programmer.
