I see & thanks for reply mateEverything is perfectly normal. Don't be afraid. It just takes long to settle at idle temps due to fan stop below 60C. This is by design and there is no harm to card or other components because of that. Load temps are also very normal at 72C. It is a mini card with a small cooler but it still does the job.
There is not much to gain with uv and oc on that series (I had the same 1070 too). I'd say just don't bother and use it as is. There isn't anything to worry about.
