Help with recovering windows on surface Pro 3

My windows surface Pro 3 needs factory resetting which I did and it crashed. I have put a copy of Windows 10 on USB. I stuck it in my surface Pro 3 but no matter now I repair it comes up with this message and I can't exit without pressing esc. F12 Dosent do anything. Help? Thank u

Just want it wiped to sell it on

I've only found this while searching for your problem.
But from what you said there is no way to put a new copy of windows on it right?
 
I put a copy of Windows on USB and stuck it into the surface Pro that's how it came up with the blue screen and options but whatever I choose to recover I get that black screen American megatrends.
