High c0% and system idle process

This is brand new laptop, and i'm getting same issue as my old laptop with high c0% but this time the system idle process is low which not supposed to be when i'm only running my opera gx browser in background
btw i tried everything uncelweb said in this thread
Just moving the cursor get the c0% high

This CPU is a dual core from 9 years ago! It's EoL and will never perform well for a modern OS.

Depending on your definition of "well" and that also depends on how much RAM is avaliable and if Windows runs on an SSD or HDD. It's fine for browsing, writing, reading, streaming, media, and even some older games!

I would just ignore whatever Throttlestop is saying unless you experience problems.

Depending on what the local market is like (and the local economy) such a laptop can be pretty expensive.
