your problem is that the M22 is inadequate for cooling that CPU. That CPU is known for pulling 240watts and thats a whole lot of heat. a custom watercooling setup with one 120mm radiator is capable of removing 150-200w of heat alone.

the Pumps on AIOs wont be as strong as ones in a proper water cooling setup so you have to size up and go for a 240mm AIO like the Kraken X52 which has more surface area on the radiator to dissipate the heat from the loop.

In your case is like using a radiator from a Miata to cool a Bugatti Veyron. It will be ok in idle but the moment you start giving it some power, its not going to be able to handle it.

I've got the N7 Z370 version of that motherboard and it's good on temps as long as you have adequate airflow through the case, although I do have a 240mm Radiator also.

The first cooler was probably broken, but 20°C? Must be chilly...
