Knowing more about the computer that it will be powering is a good start (like what CPU, GPU, etc.), which country you're in and how much you want to spend on it. With that information, we can give you recommendations.

You can read some PSU reviews, that load PSUs with a load-tester up to and over 100% and then say which one is good, and add around 150W to that 450W number.
With 600W (continuous power) PSU you'll be fine.
Of course if you have one of latest CPUs with 6 or more cores, you'd need 750W.

There are a ton of factors that go into what psu wattage a person decides to go with. The current specs of the pc ones wanting to build and any future upgrade plans being the most important.

I'd probably opt for a least a high quality 650w Psu to leave a little headroom if the gpu recommends a 450w unit. I might be wrong but I doubt there are many high quality 450w units anyway.

research of professional reviews, along with @dgianstefani link here is a good place to start as well (run by the same person who does the TPU PSU reviews)

750w/6 = 125w per core, looks up AMD Epyc CPU...holly sheet I'm going to need a nuclear power plant for that CPU!!!!
