How does a GPU turn on?

Hello. I have this broken Asus RX 570 (I made a post about it before.)

But I have a question. How does a GPU turn on? (I know its something with resistors) Because my all my VRM's mosfets and fans won't turn on. measuring some points on the board, it indicates it has power everywhere.
I saw this Video. and it got me wondering if my GPU realizes the system has turned on.

I want to check them but I don't know where they are. Does someone know where they are?
I included a Picture of the back of the board because it looks like his resistors are also on the back.

Vmem and VGPu don't get any voltage what so ever.

3.3V, 5V, 12V are the points that get power. Its all within 0.001 V of the rated voltage so I assumed its fine.
 
Watch some buildzoid videos.
 
It looks to have a couple of places where there is solder but no cap or resistor. I'd check the board is intact.
