Hey guys :)
for only one rig that will be able to gaming , streaming and video editing (premiere pro) 1440p
how many cpu cores do i need ?

and i would like if someone will explain me in a nuntshall about multi cores , how do i know which cpu can handle multi core and which will be single core

i prefer AMD

What is the nature of the stream?
High speed 1080p60 desktop action?
High calc rescaler 720p60 VR action?

Do you currently rely on the CPU to run the encode in any way?
If you're glued to x264 medium and highly threaded games you probably have frame pacing issues.
Even on NVENC I would suggest 8c/16t at a minimum.
You can get away with 6c/12t if you know exactly what you're doing and it's NOT a pleasant guarantee.
This is why I will gate it and push you into 8c territory.

Do you preload tons of scenes, transitions, filters and plugins? Does your audio kit use any heavy CPU bound filters?
Are there any high calc tumors running in the background like Warudo, VTube Studio, VSeeFace, custom Unity toolkit?
12c/24t minimum. One of my favorites went 9900X3D for the above reasons.

It's not about cores - it's about overall CPU speed. A 6-core 7600 is faster in games than a 16-core 3950X.

If you prefer AMD, then look at any X3D that's compatible with your platform.

Benchmark Scores I once clocked a Celeron-300A to 564MHz on an Abit BE6 and it scored over 9000.
9800X3D has you covered as long as you're hardware encoding or exporting your videos using your GPU. 7800X3D isn't a bad alternative if you can find one for under $350.

CPU encode gets better quality output for any given bitrate but it takes much longer so you really shouldn't be using it unless you're really trying to hit a small filesize target for some reason. Trying to compress media down to the most compact size seems like a problem that went away when streaming services took over from download sites and average internet speeds went from kilobytes a second to megabytes a second.

I've streamed games on 8 core with zero issues in the past. Depending on what OP uses for bitrate most likely the x3d 8 core chips will be more than enough.

Yeah, or even go AM4 for cheaper 16 core, but 7950x3d would be decent if the prices... sort themselves out.

Exactly, streaming via the GPU uses a dedicated encoder that has near-zero performance impact on the GPU. At worst, it uses a few Watts which means GPU boost clocks will be ever so slightly lower, but boost clocks are already so far beyond the point of diminishing returns in terms of power efficiency that you wouldn't be able to perceive the difference.

Chances are good it would fall within margin of measurement error even if you tried to scientifically measure the difference between performance when streaming and when not streaming.
