How to force PCI-E Gen Speed ?

I need to force PCI-E 3.0 on my 7970 any one know if this can be done?
 
Requires BIOS support. Most ASUS X79 boards have PCIe selection under System Agent Configuration:

Do it there, and that's about all you can do.
 
that doesn't really force it because drivers downclock it to v 1.1 which is the problem.

Yes i know im having problems with it downclocking the GEN speed and its not just on idle its also in windows as well.

In Windows is when it is idle. It only upclocks to 2.0/3.0 when the card is under heavy load in games.

What problems exactly are you having?
 
Looks like the idle voltage is too low to keep the card stable at 120Hz when idle. I'd up the idle voltage to the 3D voltage and see if that fixes it.

I don't know if you can adjust the voltage in CCC, you might have to use MSI Afterburner or something that can adjust voltages and tell it to force a constant voltage.
 
try disable the PCI-E power saving~
in idle will down to 1.1.
