how to install OS on external hdd?

I bought an enclosure for my old IDE HDD. It is connects to a computer via USB 2.0 and it comes with its own wall outlet power adapter. Can i install WinXp on it? How?
 
You'd have to remove the drive, place it in a computer, then install on it.

Can you even boot to enclosure? I know you can boot USB obviously, but this would be slow being USB2.0, surely...

Not sure.
 
Wait, is it even possible to boot Windows from a USB external hdd?
