how to perform the same action of throttlestop in linux$hackintosh?(Disable and Lock Turbo Power Limits feature)

Hi everyone,
there is a unsolved question for the laptop HP ZHAN 66 Pro G2 for my working task:
When disabling the DPTF in bios option(same situation when booting linux OS or MAC OS), this laptop will easily hit 10 watts power limit after CPU temperate sensors came to 75℃ or after 28 secs . Just tuning in throttlestop-TPL( in linux OS or MAC O,S same tuning of MSR 0x610 ) was not useful.

While in Windows OS enabling the throttlestop-FIVR - #Disable and Lock Turbo Power Limits #feature can make MSR 0x610 working。

I am wondering if anyone could make #Disable and Lock Turbo Power Limits #feature in linux OS or MAC OS?

after sometime searching, the questions turns in:
Is there any way to modify the the MMIO long and short power limits(FED159A0 FED159A4 ) In Mac OS X?

rweverything for win10, peripheral I/O git for linux, nothing found for Mac。。。。
