I cannot set ThrottleStop to run at startup!Please help me!

Hi to all,

I cannot set ThrottleStop to run at startup,after I reinstalled the WIN 10 OS!

I have followed this guide :

And it is not first time for me to set it run at startup!

Task Scheduler under Last Run Result shows this error : (0x41303)

Please help me!
