I have a problem with game stuttering

a week ago i bought my first gaming laptop a lenovo legion y545 with a 1660 ti and a i7 9750h and i noticed that the thermal solution isnt good enough to keep away thermal throttling i have undervolted, underclocked and played with the turbo boost power limits but nothing stops the stutter i would appreciate any help

sorry for not having screenshots but usually the gpu usage drops and i think is because of the cpu throttling

Yes your CPU is reaching it's thermal limits and throttling.
Firstly you have only undervolted the CPU Core, you need to undervolt the CPU Cache at the same time or it will not work.
Try -125 on the Core, and -80 on the Cache.
Also your Core temps vary by 12C so a re-application of Thermal Interface Material should help there.
Test in your favourite games, or Cinebench R20
