Name of video card amd r9 270
Windows does not start only if you disconnect the discrete card from the power supply
In the motherboard BIOS there is no switch to the integrated card only if you disconnect the video card from the power supply
And if you turn on the power, Windows still doesn’t see it
How can I return the old firmware of a video card without a programmer?
So that Windows sees the video card

We don't know anything about OP's system specs.
Not all CPU's have a iGPU.

Agreed I really wish people would spend the time filling out "System Specs" before start posting about hardware help or at least put in their system specs in their first post.

Kinda feel like it should be mandatory sometimes it would be a 100 times easier to make suggestions.

Wouldn't be a bad idea to make some pictures of your mother board and your video card.

We don't know anything about OP's system specs.
Not all CPU's have a iGPU.
Maybe it is usefull to tell us the full system specifications. Is it a prebuild or an own build system? Which processor is installed?
I have installed uefi vbios so the graphics card does not start, it seems

I said that I flashed the wrong bios on the video card, what does the system and characteristics have to do with it?

This is a language barrier thing. I only said it could be a prebuild or a system which you have build by yourself.
Didn't meantion you where building a computer at this moment.

Because we need to know more about your system since we cannot advice or help otherwise!

I am currently assuming you have an ECS H61H2-M2 v1.0 motherboard since there is also a v2.0 of this motherboard.
Lets try the steps below:

1. Power down system and remove the power cord from the power supply
2. Remove the R9 270 graphics card from the system
3. Restore power cord and poweron
4. Press during POST on DEL or F2 to enter the bios
5. Navigate to Chipset and select North Bridge

6. Change Initate Graphic Adapter from "PCI Express" to IGD or Onboard (Not sure how it is called and which options are available in your bios)

7. Save & Exit
8. Shutdown the system and remove the power cord from the power supply
9. Put the R9 270 back into the system and do not connect the display to that graphics card. Keep the display connect to the onboard graphics!
10. Restore power cord and power on
11. Boot into Windows
12. Download amdvbflash 2.93 from https://www.techpowerup.com/download/ati-atiflash/
13. Unzip file to c:\atiflash and open a command prompt.
14. Execute amdvbflash.exe -i from command prompty and share the output with us.

If the graphics card is detect by amdvbflash recovery will be possible. Then it will be a matter finding a correct bios.

The problem is that there is no pci switching, I have a stripped-down bios
Are there any other ways?

Not with your current system. Do you have another system where you can install the graphics card?

Do you have the original BIOS? If your card is not recognised by your PC, then the only option is to try it in another PC or with a BIOS chip programmer.
Why did you go and flash it in the first place? To what gain?

You are limited by the equipment you have. There is nothing we can do.

The only way you can solve this:
  1. Buying a CH341a v1.7 programmer with a SOP8 clip
  2. Finding a different system which allows you to boot in Windows while getting screen from a different graphics adapter.
