i7 11700KF - Overclock settings don't show when running Prime95? Why?

Hi, I have followed a YouTube video to overclock my i7 11700KF ..
I followed the directions to over clock the CPU at 5.3GHZ then got into Windows safely, then ran CPU-Z and HWiNFO64 - Both see to show the correct 5300.00MHZ core speed.
PROBLEM: When I RUN PRIME95 for stress testing, the core speed doesn't really go above 4600.00MHZ,


My motherboard is MSI z590 gaming carbon wifi and I followed the manual method using the steps below and applied all correctly (EXCEPT FOR ONE) !!
TVB Ratio Clipping, this option doesn't seem to be available in my BIOS settings, and there an update available for my BIOS which features a CPU improvement! Should I update the BIOS to the new version?

SETTINGS:
  • Click XMP Profile 1 to enable XMP
  • Press F7 to enter the Advanced Mode
  • Enter the OC menu
  • Set CPU Ratio Apply Mode to Turbo Ratio
    • Set 1-Core Ratio Limit to 53
    • Set 2-Core Ratio Limit to 53
    • Set 3-Core Ratio Limit to 52
    • Set 4-Core Ratio Limit to 52
    • Set 5-Core Ratio Limit to 52
    • Set 6-Core Ratio Limit to 51
    • Set 7-Core Ratio Limit to 50
    • Set 8-Core Ratio Limit to 50
  • Enter the Advanced CPU Configuration sub-menu
    • Set Intel C-State to Enabled
    • Set TVB Ratio Clipping to Disabled (I'm missing this setting in my BIOS, if that's the reason, there is BIOS update available, should I run it?)
  • Leave the Advanced CPU Configuration sub-menu
  • In the CPU AVX Control section
    • Set CPU Ratio Offset When Running AVX to -7
    • Set CPU Ratio Offset When Running AVX-512 to -7
  • In the DRAM Setting section
    • Set Memory Try It! to DDR4-4266 CL17
  • In the Voltage Setting section
    • Set CPU Core Voltage Mode to Adaptive Mode
    • Set CPU Core Voltage to 1.485
Please see the images attached for reference, one shows the speeds without Prime95 running, and the other shows the speeds with Prime95 running.

WHAT IS WRONG, is it overclocked or not ?!

you have AVX offset set to -7, so 5300 - 700 = 4600

Ok, but that's what I don't understand? is that overclocked or not ?! if I leave Prime95 running this way, is it really testing the new setting I setup for OC?!

EDIT: I JUST UPDATED THE BIOS SUCCESSFULLY AND THE MISSING OPTION (TVB Ratio Clipping) SHOWED UP. Set it to disabled now as advised in the video above!
Still, as soon I run PRIME95 , the "CURRENT" Core speeds go down to 4600.00MHZ and as soon as I stop PRIME95 they go back up to 5300.00MHZ ,,
I don't understand this, is the overclocked accurate? and is Prime95 stressing this new OC correctly?!

Your settings are working properly.

AVX offset to -7 means the CPU frequency will lower by 700MHz when AVX load, such as P95, is applied.

If you want to run the CPU at 5300MHz during P95, set AVX offset to 0.

Ok, question thou. Please see the attached , I have 2 values set to -7 .. will I need to set them both to 0 for that to happen? Also is that harmful?

If you set them both to 0, it will not change the frequency for any AVX load, remember that AVX heavy loads generate a tonne more heat than any other load, easily another 100w or more compared to your current power consumption.

Yes, set it to 0 , run stress test.. temps started hitting 100c .. will leave at -7 or try something bit lower .. thanx
