No way of telling without know what is causing the problem now. Static noises can be caused by a variety of things - from poor grounding to poor shielding due to interference. If you have other devices plugged in near the mic jack, remove them. If you have EMI/RFI generating devices nearby (TVs, microwave ovens, other computers, other electronics) unplug them from the wall. Don't just power them off because they likely will still be in stand-by.

You should check your wall outlet. Every home and every computer user should have access to a AC Outlet Tester to ensure the wall outlet is properly wired and grounded to Earth ground. I recommend one with a GFCI (ground fault circuit interrupt) indicator as it can be used to test bathroom and kitchen outlets (outlets near water) too. These testers can be found for your type and voltage outlet, foreign or domestic, (like this one for the UK) at most home improvement stores, or even the electrical department at Wal-Mart. Use it to test all the outlets in the home and if a fault is shown, have it fixed by a qualified electrician.

Try disconnecting the front panel USB cable from the Motherboard, if it's the front Mic port.

The front mic port broke ages ago it's unplugged

Sounds like a Motherboard issue, perhaps wireless is the way to go.

You haven't explained your setup, device or use case so it's hard to make a suggestion.

Would USB audio fix it
It can because most of the time, bad audio comes from the motherboard audio. Moving audio processing away from the motherboard (external device), will remove the static noise. I assume you're using a mic with a 3.5mm jack? You haven't mentioned if this a mic from a headset. If so, do you want to keep the same headset?

Without understanding your setup, your options would be:

1. Get a standalone USB mic.
2. Get a USB headset (headphone+mic combo).
3. Get a USB sound card.
4. Get a proper audio setup (get an external audio interface, XLR microphone). This will be the best performing setup but depending on what you might go for, it can and will be the most expensive. This is the most upgrade-able path though, so if you're serious about recording, this is the proper way to go.
