Internet does a 90% cut out

Hey guys, i need help in the worst way
my net is doing what i guess i would call a 90% Disconnect
it gives me constant DNS/Timeout errors
i can't browse the web and discord won't work
yet Skype and my online games DO and the WiFi also works
my PC is hardwired though Ethernet
here's what I've tired so far:
Reset the router
Replaced the router
tried google's DNS settings
Tried the auto DNS settings
tried different Ethernet Cords
Tried different Ethernet ports in the router
basically I've tired everything other than a OS reformat and i'm NOT keen on doing that...BUT i will if that will fix my issue
but i'm hoping i can avoid that....
so i need more suggestions on what to try
keep in mind i'm unemployed and don't have a lot of money to drop on repairs/diagnostics.
please help. this crap is driving me crazy! D: Thanks!

What modem are you using? DSL or cable? If supplied by your ISP you may want to look into that as they certainly can go bad. Have your tried doing a trace route to see where the issue starts?

You have done every thing except replace the Network card from what I have read in your post. So having said that I believe that is the issue as the router been replaced and the network cable has been replaced and you said Wifi works fine so its probably a 95% chance that the Network card even if its built in that is the issue.

Edit: Other than knowing you have a AMD 990FXA-UD3 and not knowing what manufacture I would also advise going to the manufactures website and download the latest driver for the NIC for your mobo, if that doesn't fix it then buy a nic card for your PC and that will probably fix it.

Is this on one PC or all web-browsing PC's and devices on your network?

If you connect directly to your modem (if possible...some ISP's use modem/router combos), does the issue still occur?

Check your Internet Options in Control Panel > Internet Options, then go to the Connections tab, go to LAN Settings, verify that Automatically detect settings is checked and that nothing under Proxy server is selected unless you know it is supposed to be.

Are you using any VPN or downloading services?

Have you ran a malware scan on your PC? Use Malwarebytes, Defender, Avast, Etc.

On your main PC, does this affect all web browsers or just one of them?

When this issue is occurring, can you open CMD and run the command: ping -t google.com

That will do a continuous ping, use Control + C to stop it or just close the window when you're done. What does that show? If it times out during the same time you're having browsing issues, I'd be concerned of a NIC, cable, port, DNS issue.

When the issue is occurring, if you run CMD as admin, and run: ipconfig /release then: ipconfig /renew Does the issue go away? If you run ipconfig, do you have an IP address for your network, or do you have a 169.254.xx.xx APIPA address?

I question the NIC as stated above, but am curious if another service or culprit is at play here. Do you have a different cable to test?

If you have a spare drive do a quick install to test and get it over with.
I've had bad net problems before when every other pc in the house had no issues.
It turned out to be a corrupt os.

Also could be registry related too, run ccleaner on your system and the registry cleaner in it and reboot.

1. i have a modem/router combo
2. while i do have a Vpn i seldom use it and as for downloading services, you mean like torrenting?
3. yes i've done a malware scan and it doesn't pick up anything
4. yes all web browsers
5. no pinging does NOT work
6. yes it does but only a temp fix it seems
7. i don't see anything about apipa in the config so i'm gonna say i have an ip address for my network

If you have a spare drive do a quick install to test and get it over with.

well i redid the os....was fine for most of the day up until a few minutes ago
the problem STILL persists!!!
if i had to hazard a guess... my mobo's eth port is bad
can that even happen?
also i forgot to mention that when the issue happens chrome will lock up and crash 9/10 times
so i guess i'll need to buy a NIC... but what happens if THAT doesn't even work?

Chrome locks up because its timing out from trying to reach websites it cannot.

When this issue occurs does your Ethernet port LED lights still power on and blink?

If you replace the NIC and that doesn't work, its your cable or router. Seeing that you've replaced those already hopefully that leaves just the NIC in your PC. They do fail from time to time.

so now i'm totally stumped (among other things) i've literally replaced the modem, the cord, and even installed a new Ethernet port IT"S STILL DOING IT!!!
and somehow my ipv6 addy says i'm in virgina! yet the ipv4 says ny...I live in NY so i don't know why my the ipv6 would be different unless it's supposed to be... i wonder if my ip address got screwed up somehow someway... like a setting somewhere got messed up. and while i do have a vpn, it's not on. (hardly use it as it is) i'm stumped to hell. i have NO clue why it's doing this...and i can't afford to have it looked at by a professional as i'm unemployed and have very little cash to spend.
anyone got any other ideas as to the problem? I can't keep having this happen. it's far too frustrating
