is it good to keep ur VGA fan at 100%?

i wanna overclock my video card more but itgets unstable because of the heat i think , so now im gonna make my fan run 100% the whole time, but is there any drawback if i keep my fan speed at 100% everytime i use my pc?

GFX: x1800xl 512mb (using x1900xt's heatsink)

There should be no problems, except for the noise :p.

yeah i dont really care about noise, but for what i understand more cooling = more OC right?

Pretty much, but also remember, the higher your OC the shorter lived your card is.
