Is it worth upgrading from rx 580 8gb, to rtx 3050 8gb at MSRP ?

It's difficult to say, overclocked models often have better binned GPU's but some may have a little less overclocking headroom because they are already clocked higher, you need to look at the models available and search for reviews, we have about 5 different 3050 reviews and all showed decent overclocking headroom (you can also see in the review how the overclocks improved performance), if you go to the overclocking page from the review link I posted above it makes a comparison with the other cards reviewed here so you can see how high the clockspeeds reached, obviously this is not a guarantee that every model will overclock the same but serves as a decent indicator, take a look at this........
