I would definitely like to see a stickied thread at the top of the news sub for just such tips.
In the past I sent individual tips to individuals sometimes acted on, sometimes not(fine by me too) but a stickied post with all present news writers listed plus a general news email as you suggested plus/ or just post in that thread but like General nonsense it doesn't show in latest posts, perhaps.

Do you think some sort of a suggestion ticket system would be suitable for this purpose? You could submit tickets with a title, a source link and a brief summary - the first two would be mandatory and the summary would be optional. Then, staff could either approve or disapprove of it, which users would get a notification of.
