IS THIS NORMAL ? GPU CLOCK

That's 'base clock' for 2060, so yes. If you have Prefer Maximum Performance set in Nvidia Control Panel, idle clock won't go below that. Try setting it to Optimal Power instead.

If you run more than one monitor, it's also normal because it will not go below base clock at idle.

so this is normal as I restore Nvidia 3d setting to default but nothing changed on msi still on 1365

Its this, I noticed this too after update my drivers and dont put on max performance and see clocks way Lower Than that. It's normal for a 2060 I have one too and this is normal

Have you tried Adaptive? You have to change the Global Settings tab.

Do you run multiple monitors? Like I said, if you run more than one monitor it's basically impossible to get a 10 series or 20 series GPU to run below base clock, it'll always draw 30-40W at idle. Even with Adaptive or Optimal Power.
