ITX build limit CPU to 65 watts - Which will be fastest CPU?

The title says it. I want to build a small ITX system. Which will be faster?
13900KS (upcoming)
13900K (not needed for overclocking, but better chip quality, lower power sonsumption but higher clocks?)

... maybe a 12400 is all I need? I don't know.

The things is, I read somewhere that the 13900K limited to65 watts is as fast as a 12900K stock in multithreading.
But I don't know if thid scales well to gaming. Maybe single core clock is more important?

Nobody has an ITX build and cares for fatest possible cpu@65watts
 
this might actually be one of the cases where am5 might be worth a shot. iirc they still have the more favorable power/perf curve; if you put something like a 7700x @65w you will probably see better results than any intel

These 13900 (non K) benchmarks would imply pretty good performance at 65 watts. If you want most performance at 65 watts, then I'd say the 13900K with a decent ITX motherboard and then tune the CPU by undervolting and limiting TDP to get it to that 65 watt threshold.
 
There is the 5900 65w part coming out. Maybe see that
