Lower Than Expected Frame Rates with RTX 4090 and Persistent RAM Speed Issues at 2133MHz Despite Advertised 3200MHz

Hello,

I've recently invested in a new RTX 4090 for gaming and AI development. I had previously been using a 2080TI before I decided to upgrade a few days ago.

Here are the specifications for my PC:
  • CPU: Ryzen 7 3800X
  • Memory: Corsair Dominator Vengeance 32GB (advertised speed at 3200MHz, but currently locked at 2133MHz despite enabling the DOCP profile at 3200MHz in BIOS)
  • GPU: RTX 4090
  • Motherboard: ROG Strix 470-F
Despite this new GPU, my frame rate hasn't improved. While running Rust, my CPU utilization hovers between 40-45%, and the GPU utilization is around 20-40%.

I'm wondering if the lower RAM speed (2133MHz instead of the advertised 3200MHz) is impacting my system's gaming performance a great deal? I've been encountering issues with these RAM speeds for the last 4-5 years, ever since I got this PC. Despite my efforts, I haven't been successful in getting the RAM speed up to the advertised 3200MHz.

I've attached a screenshot showing my BIOS settings and another from my Windows Task Manager, indicating the RAM is operating at 2133MHz.

Any assistance or insight into this issue would be greatly appreciated.

I have 32gb on Strix 470-f but gave up on DOCP due to games not quitting when finished, I know its that because if I leave it at auto (2133mhz) everything is fine, Personally I think the 470-f aint that good at memory OC even DOCP OC this on 5800x and rtx2080. I know this doesn't help but think you may get a lot better results with next gen x570 or the like.

I dont think it is the ram but the processor itself. It may also be the game itself that can't go higher with FPS. Have you tried a different game just to compare? Which resolution are you playing?
The lower the resolution the more bottleneck on the processor. Considering you have settled with the 3800x, it will bottleneck the GPU literally in every scenario.
 
Even at 4k with the best ram kit you'd be heavily bottlenecked in games by that 3800X might be a good Idea to pick up a 5800X3D that might be 40% faster in some scenarios while gaming.
