A single core processor made of steroids, as is typical of bad ports. Midrange GPU in the 760 range would suffice for the rest I imagine.

I wonder if you can transfer saves from XBOX 360/PS3 to PC, you can transfer PS3 and 360 saves to the PS4 version. It would be nice if you could keep your GTA online character so you don't have to start from scratch.
