Motherboard is reading 6.95V on the 5V rail, CPU idling higher than normal

Hello I have encountered a problem when I attempted to upgrade the board's WiFi card, repaste the CPU and do some dusting where the motherboard is now reading 6.95V on the 5V rail. This is not a power supply problem as I have tested the board with two power supplies, both give the same reading. My CPU would also be normally idling on the desktop at 40-50° but it bounces around 60-80°C.
I believe the motherboard is dead as it was purchased in 2019, around when the 3700X launched. CPU voltage reads at about 1.4V which I am unsure is normal.
